Ranchi/Bokaro: Following the June 22 blaze in a ‘residential’ building in Lucknow that claimed many lives, the Ranchi Municipal Corporation (RMC) on Thursday directed property owners to obtain Fire No Objection Certificates (NOCs) within seven days or face immediate sealing of their premises. Similarly, the Bokaro district administration has ordered a comprehensive fire safety audit of coaching centres and other establishments. In a formal public notice, the RMC said the directive applies to all buildings within municipal limits that require fire safety clearances under the Jharkhand Building Bye-laws, 2016. The focus is on high-risk and commercial establishments such as multi-storeyed buildings, educational institutions, hospitals, hotels and restaurants.“In the event of non-compliance, the building will be sealed, and lawful action will be initiated under the Jharkhand Municipal Act, 2011 and the Jharkhand Building Bye-laws, 2016. This must be treated as a strict warning,” deputy municipal commissioner Ravindra Kumar warned. In Bokaro, deputy commissioner Ajay Nath Jha directed sub-divisional magistrates, the Bokaro Steel Plant (BSL) management, and the Chas Municipal Corporation to verify adherence to fire and building safety norms prescribed under the National Building Code by coaching centres, tutorial institutes, libraries, hostels, hotels and guest houses. Officials have been asked to submit detailed reports within a week.Jha has written to BSL director (in-charge) Priya Ranjan, seeking verification of safety compliance and functionality of fire protection systems. “Any fire or disaster can lead to loss of lifes. Hence, 100% compliance must be endured,” he stated.Authorities in Bokaro have flagged serious gaps, particularly in the BSL township area, where more than 30 coaching centres, hostels and tutorial institutes are operating. The district fire department officials said none of the establishments have fire NOCs.The administration has raised concerns over inadequate exit routes, with many institutions relying on a single narrow staircase, posing a major risk during emergencies. Inspection teams will also assess electrical safety standards and check for overcrowding beyond permissible building capacity.
