The bill deals with cadre management in the Central Armed Police Forces (CAPF). It provides that 50% of the total posts at the inspector general rank, a minimum of 76% of posts at the additional director general rank and all posts of special director general and director general in CAPF will be filled by IPS officers on deputation.
Opposition leaders, during the discussion, argued that the bill is unfair to CAPF officers and restricts their promotion opportunities.

“This bill will institutionalise deputation at the senior level in CAPF. It limits opportunities for CAPF officers and creates an unequal service structure. It will encourage stagnation and negatively impact their morale,” leader of Opposition Mallikarjun Kharge said during the discussion.
Rai said that it is in the interest of both the country and CAPF. “This is not just a bill, but a step towards strengthening the internal security of the country. It will help improve operational efficiency of forces.”
