Pune: The state cooperation department has received more than 750 emails carrying over 5,000 objections and suggestions regarding the proposed model bylaws, 2026. Housing societies and residents have raised concerns over parking provisions, society charges, redevelopment protocols, voting rights, and the powers vested in managing committees.Officials said the representations reflected substantial participation from societies, members, and other stakeholders seeking greater clarity and practical changes to the proposed framework.“There are 192 draft model bylaws for which suggestions and objections have been sought. We will evaluate all the objections, and the committee will finalise them. As of now, we are checking all these objections,” a cooperation department official said.The official added that the suggestions broadly seek clearer procedures, a balance in the rights and responsibilities of members and committees, and alignment of the bylaws with the current statutory and regulatory framework. “This will help minimise ambiguities in day-to-day administration and reduce avoidable disputes within housing societies,” the official said.Representations have also sought clearer provisions for redevelopment of cooperative housing societies, voting and electoral rights for different categories of members, online or electronic elections, and leave and licence arrangements.The state federation and district federations have requested clearer provisions on the powers, duties, and accountability of administrators or authorised officers appointed to manage societies. They have also asked for parking provisions to be revisited in line with MOFA, Rera, and the legal framework governing common areas and parking spaces.Other suggestions include simplifying the procedure for duplicate share certificates, recording names changed through the official gazette and clarifying provisions relating to probate of wills. Drafting, clerical and cross-referencing corrections have also been suggested.The department will first review the representations before the committee appointed for the exercise evaluates and finalises the suggestions. Committee sources said the process is likely to be completed within a month. “With a huge number of objections, it is bound to take time,” an official said.Housing society members said they hoped the committee would examine the suggestions in detail before finalising the provisions. “We hope our objections are thoroughly reviewed before finalising the bye-laws,” said a member of a housing society in the Parvati area.A housing federation member said concerns over parking, contributions to various funds and charges, service charges, water inlet charges, interest rates for defaulters and the powers of managing committees needed to be addressed. “We hope these issues are addressed,” the member said.
