Bhubaneswar: Power distribution companies in Odisha have collected more than Rs 500 crore in penalties from electricity consumers for delayed bill payments, illegal hooking, bypassing, meter tampering and other violations, deputy chief minister (energy) K V Singh Deo informed the assembly on Wednesday.Replying to a question, Singh Deo said the govt has compiled penalty collection figures from different periods for the four distribution companies. Data for TPCODL and TPWODL has been provided from 2023-24 onwards, while figures for TPNODL and TPSODL have been furnished from 2021.TPCODL, which serves central Odisha, collected Rs 167.7 crore in penalties from 2023-24 to Jan 2026. The company collected Rs 52.7 crore in 2023-24, Rs 60.18 crore in 2024-25 and Rs 54.82 crore in 2025-26 up to Jan 2026.TPNODL, operating in northern Odisha, collected Rs 155.6 crore between April 1, 2021, and Jan 31, 2026. Of this, Rs 123.9 crore came from domestic consumers, followed by Rs 25.4 crore from commercial consumers, Rs 3.9 crore from agriculture consumers and Rs 2.5 crore from industrial consumers.TPWODL, which supplies power to western Odisha, collected Rs 106.95 crore in penalties from 2023-24 to Jan 2026. The company collected Rs 36.2 crore in 2023-24, Rs 39.76 crore in 2024-25 and Rs 31 crore in 2025-26 up to Jan 2026.TPSODL, serving southern Odisha, collected Rs 104.28 crore between Jan 31, 2021 and Jan 31, 2026. The company received Rs 70.91 crore from domestic consumers, according to the assembly reply.Singh Deo said the distribution companies levy delayed payment surcharge and other penalties in line with the existing regulatory framework. “Discoms strictly function as per the provisions of the existing regulatory framework. The delayed payment surcharge and other penalties are collected by the discoms as per the provisions made in the existing Supply Code 2019 and applicable Tariff Orders,” he said.He added that the amounts collected under these heads are deposited in the accounts of the respective discoms.
