Who Gets to Redraw J&K?
Jammu and Kashmir has an Assembly. It still does not fully decide how its own map is drawn
Waheed Para’s Territorial Administrative Reorganisation Bill does more than propose new divisions and districts. It asks a structural question. Should administrative boundaries be set by executive order or by law debated in an elected House? Since 2019, restructuring has largely followed an executive route. The Assembly now exists, yet its role in such decisions remains limited. The bill introduces a different approach. It calls for consultation with District Development Councils, invites public objections, and requires that changes be placed before the legislature. The proposal may not pass. That is secondary. What matters is the principle it raises. Administrative geography shapes governance, representation, and resource distribution. Decisions of that scale carry democratic weight.
If the Assembly engages with this framework, it strengthens its own relevance. If it does not, the gap between representation and decision-making widens. This is not about districts alone. It is about whether elected institutions participate in defining the space they govern.
