Gurgaon: The city’s shift to paperless land services has yet to eliminate the backlog, with 7,585 mutation cases and 1,364 paperless registration cases pending across the district’s tehsils.The scale of pendency extends beyond registrations and mutations. The digital crop survey has another sizable backlog. Of 2,37,009 surveys allocated in Gurgaon, 81,482 have been completed and 10,551 approved, while 70,931 are pending approval.Moreover, 1,53,403 tatima (mutation-related map) cases are shown as pending in the bhunaksha-related work.Officials disclosed the figures during a review of revenue services by financial commissioner, revenue and disaster management, Sumita Misra, who directed time-bound disposal of pending cases.“Revenue services have a direct bearing on citizens’ rights and property and therefore transparency, accountability and timely delivery must remain the top priority,” she said.The review assumes significance as Haryana has already moved property registration into a paperless mode. The paperless registration system was first introduced at Ladwa tehsil in Kurukshetra district on Sept 29, 2025, and was implemented across Haryana from Nov 1, 2025.The state subsequently launched paperless registration 2.0 and the auto mutation system on June 23, 2026, integrating registration and mutation so that citizens would no longer need to submit a separate mutation application. “Reform was aimed at making the process fully digital, transparent, accountable and citizen-centric,” said the officer.Of 53,529 paperless registration tokens across Gurgaon district’s various tehsils, 42,853 have been approved, while 1,364 are pending. Of these, 1,214 are pending for less than 48 hours. The remaining pendency falls into the 2-5 days, 5-10 days, 10-15 days and 15-25 days categories. Another 6,018 cases were shown as pending at the citizen level.Misra directed officials to dispose of all cases pending at the departmental level on priority and coordinate effectively with citizens to resolve cases pending at their end.The mutation backlog was another major concern. Officials said 2,88,105 mutation cases had been recorded in the district, of which 2,22,823 were complete, 46,266 were in the inclusion category and 7,585 were pending. In addition, 5,116 cases were at the entry level, 2,468 at the approval level and 11,430 were in the rejected category.Misra also directed officials to prevent unnecessary delays in demarcation cases. She called for regular monitoring by revenue officials and kanungos and stressed that pending cases should be disposed of according to the prescribed procedure.The administration was also asked to speed up work related to bhunaksha. According to the presentation, 4,58,724 plots have been entered in bhunaksha against a total of 5,53,827 plots across the district’s tehsils. The presentation also showed 1,53,403 tatima cases pending.Of the target to complete the import of data for 291 villages, work for 270 villages has been completed. Khanakast, loan entries and stay entries were also reviewed, with officials asked to complete pending Farmer Registry work at the earliest.The digital crop survey has another sizable backlog.
