A BLO on door-to-door enumeration in Ranchi

Ranchi: As booth level officers continued to visit homes with enumeration forms for the Special Intensive Revision (SIR) of the electoral roll, state BJP on Wednesday lodged a complaint with chief electoral officer (CEO) K Ravi Kumar alleging use of bags bearing chief minister Hemant Soren’s photograph by BLOs, who distributed 3.67 lakh enumeration forms on Tuesday.In a letter to the CEO, state BJP vice-president and party’s convener for SIR, Rakesh Prasad, wrote that a BLO in West Singhbhum district was seen carrying a bag displaying the CM’s picture while carrying out revision-related work. There could be many more such examples, he added terming the matter “serious” and sought investigation.“Use of such material during the voter verification and revision exercise could raise questions about the neutrality of the process. We have urged the Election Commission to identify those responsible and take appropriate action,” he said.In a separate complaint, the BJP also flagged alleged irregularities in the voter list at a polling booth under the Jagannathpur assembly constituency. The party claimed that several voters were listed more than once in the same booth and possessed two voter identity cards with different EPIC numbers, which was against electoral rules.The SIR process has begun moving into its digital tracking phase with the entire exercise digitized through the ECINET platform. “The number of forms distributed has gone up to 14.40 lakh by 6 pm on Wednesday,” he said.As part of the digitization process, BLOs upload details of people who received distribution forms through the BLO app, giving a real-time record of the field-level progress.However, reports from the city have not been encouraging, he said. “Ranchi has not shown adequate progress since the SIR exercise was rolled out while other districts have moved ahead with distribution of forms and digitization,” he added.“After the enumeration forms are filled, those will also be uploaded and digitized,” Kumar said.
