Bhubaneswar: The twin hills of Khandagiri and Udayagiri, among Odisha’s most prominent historical and archaeological sites, will soon undergo a major transformation, with govt’s standing committee recently recommending a comprehensive tourism development project worth around Rs 100 crore.In its observations and recommendations made during the review of the 2026-27 budget provisions, the committee said the heritage site associated with emperor Kharavela should be developed as a “complete tourist pride” of Odisha and treated as a major project of the tourism department.The panel proposed a series of infrastructure and beautification measures to be taken up immediately during the current financial year. These include development of the eastern face of Khandagiri and adjacent foothills, which the committee observed were lying uncared for and unutilised, into an attractive tourist destination.Among the key proposals is installation of a statue of Kalinga emperor Kharavela at the site. The committee also recommended quality plantation, musical fountains, a walking park from the ground level to hilltop and installation of a modern lighting system.To improve connectivity and visitor movement, the committee suggested widening of the existing road from Sulabh Sauchalaya towards the Jagannath temple at Kolathia. It also proposed shifting of the boundary wall of the Archaeological Survey of India (ASI), subject to its approval.The report further recommended closure of the road dividing the two hills from both sides, construction of an amphitheatre and interpretation centre, besides creation of a permanent attractive entrance gate.The committee asked the tourism department to take immediate steps for allocation of appropriate funds, estimated at nearly Rs 100 crore, for the developmental works, including land acquisition, eviction and related expenses.The panel additionally expressed concern over inadequate facilities for senior citizens and tourists with disabilities, visiting Khandagiri and Udayagiri. It recommended provision of ramps or lift facilities to ensure smooth access for visitors.The tourism dept was asked to allocate funds for the development of Govardhana Sankaracharya Matha in Puri and Maa Hingula Pitha at Sankhachilla in Jajpur district as well. Among other suggestions was issuance of ID cards for authorised photographers at all tourist sites.
