The committee members alleged that before floating this tender, the civic body did not obtain approval from state government and cabinet.Under this project, the MC has planned to hire private firm for door to door garbage collection, transportation and scientific disposal of solid waste on Public private partnership mode. The activists claimed that by planning such project, civic body will come under huge financial liability. The activists in the complaint mentioned that Punjab Financial Rules and the General Financial Rules (GFR) make it mandatory to get prior administrative approval, financial concurrence and Cabinet clearance for projects involving expenditure of over ₹1,000 crore.The activists claimed earlier project value was Rs 169.65 crore which has been increased to Rs 1144.50 crore. The activists have demanded a break up of this escalation. This sharp escalation can restrict fair competition and smaller contractor will not be able to participate in the bidding process. The activists demanded that officials first fulfill all the requirements and then float the tenders for the project. Entire detail of the project should be at public platform so that residents should be aware of the project.The activists have warned if authorities will not take steps in 15 days, they will be forced to approach Punjab and Haryana High court over this issue.
