Noida: National Green Tribunal (NGT) has given Greater Noida Industrial Development Authority (GNIDA) 10 more days to submit a list of unauthorised private and commercial constructions in its jurisdiction, after Authority failed to share the information for over a year.The order came on a plea by former Ghaziabad Municipal Corporation (GMC) councillor Rajender Tyagi. Hearing the matter on Sept 24, the principal bench of chairperson Justice Prakash Srivastava and expert member Afroz Ahmad noted that senior counsel for GNIDA had, in July, for the fifth consecutive time, sought an extension to respond to pending communications without delay.The case concerns allegations of illegal construction projects in Greater Noida undertaken in violation of environmental norms, including the environmental impact assessment (EIA) notification, 2006, and without obtaining the required consent to establish (CTE) and consent to operate (CTO) from UPPCB, wherever applicable.Counsel appearing for GNIDA informed the tribunal that it is examining details of such projects and sought time to file a comprehensive report identifying such projects.“GNIDA has sought 10 days to place on record the full details along with the notices issued by the Authority to the violators and the orders passed by the courts in the petitions filed by those violators,” the tribunal noted. It listed the matter for the next hearing on Dec 10.GNIDA’s counsel first told the bench on July 28, 2025, that action had been taken and a detailed affidavit would follow within three weeks. Six hearings have since been held, yet the authority has not shared details of constructions above the 5,000 sqm threshold that were built without Consent to Establish (CTE) or Consent to Operate (CTO).In July, NGT directed Uttar Pradesh Pollution Control Board (UPPCB) to verify allegations of illegal construction projects in Greater Noida undertaken in violation of environmental norms, including the environmental impact assessment (EIA) notification, 2006, and without obtaining the required consent to establish (CTE) and consent to operate (CTO), and take action against construction companies allegedly continuing work despite closure orders for violating environmental norms.Counsel for Uttar Pradesh Pollution Control Board (UPPCB), in its compliance report dated Sept 23, informed NGT that GNIDA had refused to share details of the projects despite letters sent on Aug 17 and Sept 16. The authority, it said, has repeatedly sought time and refrained from sharing information about constructions that exceed the 5,000-square-metre benchmark and are constructed without obtaining consent to operate or consent to establish.UPPCB has issued closure orders and environmental compensation of Rs 21.4 lakh each to Ghaziabad Developers & Builders (Bhagwati Developers/Dwarka City Colony) and Sahara Enclave/City.In this plea, Tyagi told NGT that the two firms were still building despite closure orders issued by UPPCB.
