NEW DELHI: A petition challenging the Centre’s newly notified charges on certain high-value commercial UPI transactions has been filed in the Supreme Court, with the petitioner arguing that the move could eventually affect the common citizens.Advocate Anjan Datta has sought the scrapping of two Gazette notifications issued by the finance ministry on September 14 and 15, which introduced the revised framework for UPI merchant transactions above Rs 2,000.The Union government, RBI, NPCI and UPI have been named as respondents in the petition.

Earlier in the day, the finance ministry rejected allegations of foreign pressure behind the revised UPI framework, saying the regulatory changes were driven entirely by domestic priorities.The ministry clarified that a 0.4% merchant discount rate (MDR) will apply only to specified merchant transactions above Rs 2,000 from October 15. The charge will be capped at Rs 300 for transactions of Rs 75,000 and above.The government said person-to-person UPI transactions will remain free, while around 96% of person-to-merchant transactions will remain unaffected under the new framework.
