However, these newly urbanized areas often lack the civic infrastructure and public services available in established urban neighbourhoods.To address this challenge, the Yogi Government of Uttar Pradesh launched the Mukhyamantri NagarSrijan Yojana (CM-NSY), a flagship urban development programme designed to ensure that every newlyconstituted or expanded urban local body receives the infrastructure necessary for planned andsustainable growth.Why the Scheme Was NeededUrban expansion does not automatically translate into better civic amenities. Integrate newly added municipal areas into the mainstream development of cities and towns, ensuring balanced urban growth. Improve the quality of life by providing safe, clean, and well-planned public infrastructure. Promote planned urbanization so that expanding cities remain sustainable, liveable, and economically vibrant.CoverageThe Mukhyamantri Nagar Srijan Yojana primarily benefits more than 240 Urban Local Bodies (ULBs), including Nagar Panchayats, Municipal Councils, and Municipal Corporations that were newly created, upgraded, or expanded between 2017-18 and 2022-23. The scheme also extends to urban local bodies that may be created in the future.Financial assistance is allocated based on the population and geographical area of the newly integrated regions, enabling local bodies to undertake development works according to their specific requirements.Major ComponentsRoad and Drainage InfrastructureConstruction and widening of roads form one of the most important components of the scheme. These centres serve as venues for public meetings, cultural programmes, training sessions, and community events.Parks and Public SpacesRecognizing the importance of recreational infrastructure, the scheme encourages the development of parks, green belts, children’s play areas, and open gyms. Maintenance of these facilities may be undertaken through Public-Private Partnership (PPP) or Corporate Social Responsibility (CSR) models to ensure long-term sustainability.Commercial Area DevelopmentThe scheme also focuses on improving the appearance and functionality of urban marketplaces. Beautification of major markets and intersections is complemented by the construction of public conveniences such as toilets, drinking water kiosks, parking facilities, and pedestrian-friendly infrastructure.Strengthening Civic InstitutionsPublic institutions play a vital role in urban life.
