Bengaluru: Bangalore South MP Tejasvi Surya has urged Karnataka govt to strengthen the proposed Karnataka Apartment (Ownership and Management) Bill, 2026, by ensuring it complements Real Estate (Regulation and Development) Act (RERA), 2016, rather than creating a parallel legal framework.In a representation to chief minister DK Shivakumar on July 31, Surya welcomed the govt’s move to replace the decades-old Karnataka Apartment Ownership Act, 1972, and Karnataka Ownership Flats Act, 1972, with unified legislation. However, he said the primary issue faced by apartment owners was not the absence of laws but the lack of effective enforcement of existing rights, particularly regarding transfer of common areas and transparent apartment governance.Surya, who suggested seven points, highlighted that Section 17 of RERA, dealing with transfer of title of common areas to apartment associations, should be operationalised through the proposed legislation. He recommended that the bill must mandate time-bound transfer of common areas and underlying land to registered apartment associations.The legislation should ultimately strengthen RERA implementation and provide a transparent, accountable framework for lakhs of apartment owners across Karnataka, the BJP MP said.
