Gurgaon: MCG has suspended junior engineer Manoj for allegedly remaining absent from the field and unavailable during waterlogging in ward 14 following rainfall on Friday. Manoj was responsible for monitoring the waterlogging situation and ensuring timely deployment of the required machinery, manpower and dewatering arrangements.The suspension order, issued by MCG commissioner Pradeep Dahiya, states that the junior engineer’s phone was found switched off and no response or assistance was received from him. It further states that he had left headquarters without permission. The civic body said his absence during the emergency adversely affected the timely response to the waterlogging problem and caused inconvenience and hardship to the public.Several parts of the city were inundated after a spell of intense downpour on Friday. According to the district administration, Wazirabad recorded the highest rainfall at 39 mm, followed by Gurgaon at 36 mm. Kadipur and Harsaru recorded 26 mm each, while Sohna received 19 mm, Manesar 12 mm, Badshahpur 10 mm, Pataudi 6 mm and Farrukhnagar 2 mm, between 8am and 5pm.Ward 14 includes Jal Vihar Colony, Sector 46, Indira Colony I and II, Sector 51, Mayfield Garden, Sushant Lok-3, Sushant Lok-3 (extension), Tigra village, Sector 57 and Mayfield Garden Sector 50.The order states that the junior engineer’s conduct prima facie constituted gross negligence, dereliction of duty, lack of devotion to duty, disobedience of official directions and conduct unbecoming of a municipal employee. Taking into account the seriousness of the lapses, the commissioner placed Manoj under suspension with immediate effect under the Haryana Civil Services (Punishment and Appeal) Rules, 2016, pending disciplinary proceedings.During the suspension, Manoj’s headquarters has been fixed at the office of the executive officer, municipal council, Sohna. He has been directed to report there immediately and mark his attendance as per applicable rules. He cannot leave the headquarters during the suspension period without prior permission from the competent authority.In July, MCG had also suspended a junior engineer for delay in installing pumping machinery, which had left several parts of the city waterlogged for hours.
