Nagpur: Bawankule said the state was mulling a law change to protect flat buyers, under which builders will be able to collect only 75 to 80% of the amount at the time of an agreement to sell. The remaining 20% will be payable only at the time of final registration.“Getting the registration done regardless of whether the house or flat has actually been built or not, that is not right,” he said, adding that the state govt was amending the Registration Act to make this change.Bawankule said the move was aimed at ensuring builders complete construction before collecting the full amount from buyers, and linked it to the larger crackdown on unauthorised buildings in Nagpur, adding that the state govt would not let anyone cheat homebuyers.He said many builders had got their maps approved but later deviated from them excessively, violating multiple regulations. “We will not spare those who have cheated people. Whatever big or small deviations there are, we will remove them. We are not troubling any builder, but that does not mean it is right to destroy Nagpur,” he said.The revenue minister reiterated the three-month deadline for builders to complete compliance. “Within three months, all builders must correct whatever deviations or mistakes they have made, obtain their occupancy certificate, and get their registration done,” he said, adding that builders who had defrauded buyers would face action while those with minor deviations would get a chance to regularise them.
