Leh, Oct 21: In a major administrative development in the Union Territory of Ladakh, Lieutenant Governor’s Administration has ordered the immediate dissolution and de-constitution of the erstwhile Ladakh Autonomous Hill Development Council (LAHDC), Kargil, following the resignation of key council members and the reorganisation of district boundaries.
The decision comes a day after the Chief Executive Councillor (CEC), three Executive Councillors and six other councillors of the erstwhile LAHDC Kargil tendered their resignations on October 20, 2026. The move also comes amid the creation of new districts, including Drass, Zanskar and Sankoo, which has led to changes in the territorial boundaries of the erstwhile Kargil district.
As per the order issued by the Administration of the Union Territory of Ladakh, the erstwhile council stands dissolved with immediate effect. Consequently, the CEC, Executive Councillors and all elected or nominated members have ceased to hold office and exercise powers under the former council.
To ensure that the administrative transition does not disrupt public services or create a governance vacuum, the administration has assigned all powers, duties and functions previously exercised by the erstwhile LAHDC Kargil to the Deputy Commissioner-cum-Chief Executive Officer (CEO), Kargil, on an interim basis.
The arrangement is intended to maintain administrative continuity and ensure the uninterrupted delivery of public services until separate Autonomous Hill Development Councils are fully constituted in accordance with the Ladakh Autonomous Hill Development Councils Act, 1997, and the rules framed thereunder, as amended from time to time.
