Srinagar, Sep 06: The Jammu and Kashmir School Education Department has proposed a new transfer framework for regularised Rehbar-e-Taleem (RReT), Grade-II and Grade-III teachers, with the stated aim of improving staff deployment and protecting students’ academic interests.
The draft Jammu and Kashmir Regularised Rehbar-e-Taleem (RReTs) Teacher Transfer Policy 2026 has been issued for objections and suggestions. It seeks to establish a uniform, need-based and student-centric system while retaining safeguards for General Line Teachers.
Under the proposal, teachers would generally need to complete at least three years at a place of posting before becoming eligible for transfer. However, exceptions could be considered on compassionate or other exceptional grounds. No teacher would ordinarily remain posted at one station for more than five years.
The department has proposed an Annual Transfer Drive once every calendar year. The exercise would normally be conducted after the academic session ends and before the next session begins. Mid-session transfers would be restricted to exceptional cases involving serious medical issues, security concerns or unavoidable administrative requirements.
The draft also permits inter-district mutual transfers between teachers of the same cadre, qualification, subject and status. Such transfers would generally not be allowed within two years of a previous transfer. Teachers opting for such arrangements would retain their lien and promotion prospects in their parent districts.
Compassionate cases involving serious medical conditions, disability, widowhood, single parenthood and spouse unification would receive consideration. Security-based deployment would also be examined by the Administrative Department through the prescribed procedure.
The policy proposes safeguards for reserved-category teachers by ensuring compliance with mandatory stay requirements under the Reservation Policy. Cluster Heads would also have to make internal arrangements to ensure schools continue functioning smoothly when teachers are moved on compassionate or security grounds.
Teachers would get a 10-day window to raise grievances against transfer orders before the Joint Director.
The draft restricts transfers during the academic session and generally bars another transfer within two years. Employees facing disciplinary proceedings would ordinarily not be considered.
For General Line Teachers, transfers would remain within corresponding cadres, with limited exceptions for employees transitioned and adjusted against regular posts.
The policy proposes different authorities for transfers within zones, between zones and across districts. It would be reviewed every five years or earlier if required.
