JAMMU, FEB 13: The State Level Sanctioning Committee (SLSC) of PM–Rashtriya Krishi Vikas Yojana (PM-RKVY), chaired by Chief Secretary Atal Dulloo, approved the Annual Action Plan (AAP) of ₹289.16 crore for FY 2026–27. The plan aims to accelerate agricultural transformation, enhance farmers’ income, and strengthen food and nutritional security across the Union Territory.

The meeting was attended by senior officials, including the Additional Chief Secretary, APD; Commissioner Secretary, SWD; Secretaries of Tribal Affairs, Revenue, and I&C; MD, HADP; Director, Resources; and other Heads of Departments.

The approved outlay of ₹28,916.75 lakh will be forwarded to the National-level Project Approval Committee for allocation under PM-RKVY, exceeding the Government of India’s ceiling of ₹23,113 lakh for J&K.

The approved schemes cover a wide range of components, including Agriculture Extension (ATMA), National Food Security & Nutrition Mission (NFSNM), Mission for Atmanirbharta in Pulses, National Mission on Edible Oils–Oilseeds (NMEO-OS), Mission for Integrated Development of Horticulture (MIDH), Digital Agriculture Mission (DAM), Sub-Mission on Agriculture Mechanization (SMAM), National Mission on Natural Farming (NMNF), Micro Irrigation (Per Drop More Crop), Paramparagat Krishi Vikas Yojana (PKVY), Agroforestry, National Bamboo Mission, DPR-based Agriculture Infrastructure Support, Makhana Development, and National Beekeeping & Honey Mission.

Key allocations for FY 2026–27 include ₹13,000 lakh under MIDH, ₹3,200 lakh for Micro Irrigation, ₹2,200 lakh under ATMA, ₹2,100 lakh under DAM, ₹1,500 lakh under NFSNM, ₹1,203 lakh for Natural Farming, and ₹768.83 lakh under PKVY, alongside district-specific interventions, including PMDDKY pilot projects in Baramulla and Kishtwar.

Chief Secretary Atal Dulloo said the approved schemes are highly transformative, emphasizing digital agriculture, climate-resilient practices, and technology-driven farming. He highlighted the Digital Agriculture Mission, which will digitize farmer registries, crop and land records, and provide customized advisory services through the AI-based Bharat-VISTAAR application, laying the foundation for the proposed Unified Lending Interface (ULI).

He stressed effective implementation of PMDDKY pilots, promotion of bamboo cultivation under the National Bamboo Mission, and leveraging the Himalayan Nut Mission for large-scale nut and almond cultivation. Soil health management will be enhanced by incorporating microbial assessments alongside chemical analysis, and all benefit delivery processes will be integrated into the Kisan Sathi portal for farmer accessibility.

Reviewing FY 2025–26 achievements, Additional Chief Secretary, APD, Shailendra Kumar, said 10,076 farmers were trained under ATMA; 21,675 quintals of certified seed were distributed; 460 hectares were covered under micro irrigation; 293 water harvesting structures and 113 tube wells were constructed.

Under PKVY, 230 organic clusters covering 4,600 hectares registered 15,226 farmers on the PGS-India portal. The SMAM program distributed 1,561 farm machinery units, and under MIDH, 208 hectares of new orchards were established and 168 hectares rejuvenated, with cold storages, vermicompost units, and processing facilities added.

The SLSC directed the Agriculture Department to ensure timely fund utilization, convergence of schemes, outcome-based monitoring, and enhanced farmer outreach to translate the AAP into tangible gains in productivity, sustainability, and farmers’ income across the Union Territory.
