Jaipur: A day after Supreme Court directed Jaipur Development Authority (JDA) to relocate coaching institutes from Gopalpura Bypass Road to Pratap Nagar, the civic body Thursday decided to survey 116 coaching institutes to verify their land-use permissions and commercial conversions before issuing any notices. Officials also said implementation of the order would begin only after the apex court uploads its complete judgement, including the operative directions.“We have received only part of the order. Since it is a continuing matter we will study the operative part once the complete order is out and then decide further course of action,” JDA DIG (Enforcement) Anand Sharma said. According to Sharma, JDA will conduct a field survey of the 116 coaching institutes named in the interlocutory application (IA) before Supreme Court to verify their legal status and regulatory compliance.He added that fire safety compliance would be examined by Jaipur Municipal Corporation, while the relocation of coaching institutes to the Pratap Nagar coaching hub would be coordinated with Rajasthan Housing Board. The Pratap Nagar coaching hub was built by the govt at a cost of around Rs 350 crore, but coaching institutes would have to buy units there rather than being allotted space free of cost. “The housing board has conducted several auctions, but there were very few buyers. The govt cannot simply hand over the units free of cost,” Sharma said.He said coaching institutes have long argued that Gopalpura’s central location makes it accessible to students from across Jaipur, while shifting to Pratap Nagar would significantly increase commuting time for many. “Their contention has always been that Gopalpura is centrally located. A student coming from an area like Vidhyadhar Nagar would find Pratap Nagar farther away,” he added.JDA officials said another review meeting will be held after the complete Supreme Court order is uploaded, following which the authority will finalise the enforcement strategy and timeline for issuing notices.
