Srinagar: Two primary recruitment agencies in Jammu and Kashmir have collected more than Rs 113 crore as application fee from job aspirants in the three financial years from 2023-24 to 2025-26.

The Jammu and Kashmir Public Service Commission (JKPSC) and J&K Services Selection Board (JKSSB) have conducted 369 recruitment examinations for 15,964 advertised posts.

This data was shared by the J&K Assembly in response to a query from People’s Democratic Party MLA Waheed Para during the recently concluded autumn session.

As per the reply J&KPSC collected Rs 24.42 crore during the period, while the J&KSSB collected Rs 89.49 crore. The two agencies received more than 21.12 lakh applications, of which about 11.24 lakh candidates appeared for the examinations.

“This government is earning out of the miseries of unemployed youth of this region. This is government is completely non-serious and doesn’t bother about our youth who are suffering on multiple counts,” said Para. He informed that government has filled just 1000 posts over the last two years while the process for filling 19000 other posts is going on.
“In a region with 32 percent unemployment rate, is this how the government should operate? PSC is without a chairman and there have been three paper leak scams in SSB. As per the reply, the J&KSSB had returned Rs 1.35 crore till the time of this reply was prepared.

The Board said application fees are refunded after the formal withdrawal of posts by the concerned indenting department. No refund is processed merely because an examination has been postponed, as the recruitment process continues and the examination is rescheduled.

On reform of the fee-refund system, the government said the J&KPSC, with NIC assistance, is developing an online mechanism for refunds arising from withdrawal of posts or multiple payments. The system is expected to become operational shortly.

The J&K PSC Conduct of Examination Rules, 2022 already provide for refunds in cases including the death of a candidate before appearing in an examination, multiple payments and withdrawal of posts by the indenting department.
