Jalandhar: Police here on Sunday arrested a proclaimed offender, Kulwant Singh Gopa, in an encounter. Commissioner of police Dhanpreet Kaur said Gopa, facing 18 criminal cases, was working at the behest of Joga Pholriwal and Sonu Khatri in extorting money. He was also involved in the firing at Phagwara-based Sudhir Sweets, said the official.Police officials said that he had a brief encounter with CIA staff after he started the firing, and in retaliatory firing a bullet hit his left leg. He was taken to a hospital.
