Pune: The inspector general of registration (IGR) has granted a hearing on Feb 16 to Amadea Enterprises LLP, which filed an appeal challenging the stamp duty liability and penalty imposed on it for a land registration in Mundhwa, even though the deadline to clear the dues expired on Tuesday, senior registration department officials said. They clarified that no waiver of stamp duty was announced.The department earlier warned that coercive recovery proceedings would be initiated if the firm failed to clear the dues by Feb 10. Senior officials explained that until a stay order is given, they will move ahead as per the procedure. Since the matter is quasi-judicial in nature, IGR is legally required to grant a hearing to the firm after it contested the demand notice and refused to accept the liability and penalty.Amadea Enterprises LLP — in which Digvijay Patil and Parth Pawar, son of late deputy chief minister Ajit Pawar, are partners — is required to pay a stamp duty shortfall of Rs 21 crore for a sale deed executed in May 2025. In addition, a statutory penalty of 1% per month is applicable under the Maharashtra Stamp Act.Amadea lawyers on Tuesday told TOI that the liability is not acceptable and that they put their contention before IGR. “They have to give us a hearing, and they cannot auction or carry out any action as we already filed an appeal before IGR,” they said, adding they already filed their say before the department.According to officials, the penalty works out to Rs 21 lakh per month, amounting to Rs 1.47 crore for seven months up to Nov 2025. Together, the dues stand at Rs 22.47 crore. The total liability is set to increase further, as penalties for Dec and Jan are yet to be added.In Nov 2025, the registration department issued a formal demand notice to the firm, granting it a 60-day window from Dec 10 to clear the dues. The department subsequently rejected Amadea’s plea seeking exemption from the stamp duty liability and reiterated that the full deficit amount, along with penalties, must be paid.Retired officials from the department said if the dues remain unpaid after due process, recovery measures under the Maharashtra Stamp Act could include attachment and auction of the firm’s movable and immovable properties. However, now with the hearing pending, the final decision will be on its outcome, a retired official said.
