Gurgaon: A city court has issued an arrest warrant against the HSVP administrator and land acquisition collector (LAC) and directed the attachment of the authority’s properties for their failure to pay enhanced compensation to a landowner.Additional sessions judge Sudeep Goel passed this order in an execution petition filed by Savita, daughter of Maman, a Daultabad resident who has been pursuing compensation for her half-acre land acquired in 2013. The land was in the name of Maman’s daughter after his death in 1999.Despite compensation being enhanced by Punjab and Haryana high court to Rs 7.7 crore per acre in Feb 2022, the amount remains unpaid.On Wednesday, the court issued the attachment warrant listing the HSVP Gymkhana clubs in sectors 29 and 4, HSVP and LAC offices in Sector 14 and the official cars of the administrator and the LAC.The city court noted that an earlier warrant against the administrator and the LAC had been returned unexecuted and directed issuance of a fresh warrant, requiring the officials to be brought before the court on Oct 27.Advocate Jagjeet Singh, appearing for Savita, said, “The land was acquired in 2013 and even after 13 years, the landowner has had to approach the execution court for payment of compensation determined by the courts.”The court order records that Savita had filed the execution petition in 2025 and that the due compensation had still not been paid. The court had directed that the HSVP administrator appear before it.In 2018, the district court enhanced the compensation payable for the acquired land to Rs 3.1 crore. Savita then filed a regular first appeal before HC in 2018. The appeal was allowed in Feb 2022, with the compensation enhanced to Rs 7.7 crore per acre, according to her counsel.Delays in disbursing enhanced compensation have forced several landowners to “repeatedly approach govt departments and courts” for amounts legally due to them, Singh alleged, adding that delayed payments also result in the govt having to bear substantial interest, besides adding to the burden of execution cases before courts. Landowners should receive enhanced compensation in a time-bound and transparent manner. Otherwise, they are forced to run from pillar to post and, in some cases, seek the assistance of touts or agents, he said.
