Gurgaon: The department of town and country planning (DTCP) on Monday stepped up its enforcement drive against alleged illegal constructions and unauthorised commercial activities in DLF-3.While a guesthouse was sealed, several structures, including four rooms built in stilt parking, were demolished.The action, led by district town planner (enforcement) Amit Madholia, was carried out along Moulsari Avenue Road and in V Block. The enforcement team also removed structures linked to a restaurant, juice shop and property dealer’s office operating from a residential plot.The drive began around 1.30pm, when the team reached a guesthouse on Moulsari Avenue Road. The operator produced documents related to a change of land use (CLU) for running the guesthouse. However, an inspection found substantial deviations from the sanctioned building plan.According to the enforcement officials, four rooms had been constructed illegally in the stilt parking area. Six additional rooms were found in the basement and two more on the terrace. The sanctioned plan permitted six rooms on each floor, while eight rooms had allegedly been constructed on each floor. The enforcement team ordered demolition of the four rooms constructed in the stilt parking area.At the time of the action, around 30 rooms in the guesthouse were occupied by guests. The premises were subsequently vacated and the entire guesthouse was sealed.Officials said the action was also aimed at enforcing parking norms. Construction of rooms in stilt parking reduces the space available for vehicles, often resulting in cars being parked on roads and contributing to traffic congestion.The team then moved to another plot where a restaurant, juice shop and property dealer’s office were operating. The occupants were given 20 minutes to vacate the premises. After the deadline expired, the demolition team removed the structures associated with the alleged unauthorised commercial activities.During the inspection, officials also found three guard rooms placed on road land outside houses. These were removed with the help of a bulldozer. In one case, a house owner moved a guard room inside the premises after seeing the enforcement team. Officials later located it, brought it outside and demolished it.The enforcement team also visited around 10 buildings along Moulsari Avenue Road where property owners produced stay orders issued by Punjab and Haryana high court. After examining the documents, officials did not carry out demolition at these properties. The next hearing in these cases is scheduled for Aug 24, when DTCP enforcement wing is expected to file its response.The team also inspected another guesthouse that had not previously been served a notice. Officials pasted a notice at the premises and directed the operator to submit a reply within a week. If the response is found unsatisfactory, the department may initiate demolition and sealing proceedings as per rules.Madholia said the enforcement and sealing drive against illegal construction and commercial activities in residential areas would continue. He said activities such as running PGs and guesthouses in residential premises can create inconvenience for neighbouring residents and put additional pressure on parking and local infrastructure.
