Bhubaneswar: The state govt has unveiled a detailed 10-point framework to strengthen disaster preparedness and ensure transparent relief operations across the state. The directive, issued by Arabinda Padhee, who recently assumed charge as the new additional chief secretary in the department, emphasised the values of integrity, professionalism and sensitivity (IPS) as guiding principles for disaster governance.“Odisha, being highly vulnerable to floods, cyclones and other natural calamities, requires a robust system of preparedness. The new framework calls for proactive planning, resource mobilisation and citizen-centric relief distribution,” the guideline read.

Padhee stressed the importance of community awareness campaigns, training of officials and volunteers in relevant sectors and the use of modern technology for monitoring and coordination at the field level.Among the key measures outlined are strengthening transport and communication infrastructure during emergencies, ensuring accident prevention and compliance with safety norms and transparent distribution of relief materials. Special attention was directed towards vulnerable groups such as children, the elderly and persons with disabilities, ensuring that aid reached them without delay or discrimination.Apart from this, Padhee also stressed reforms within the department and asked officials to use and promote the use of handloom. He asked them to wear handloom products at least once a week while coming to the office.Padhee also issued strict instructions to officials to refrain from using any tobacco-related products inside the office premises. He said anyone found in violation of this instruction would face strict departmental action.He stated the govt has a zero-tolerance policy for corruption and everyone should abide by that principle. “Revenue services are sensitive to people. To reinstate trust among people, it is imperative to stay away from corruption,” he stated.He also entrusted the officials with the protection of the land belonging to Shree Jagannath Temple Administration and promoted the use of the Odia language in everyday office work to make the revenue services more citizen-centric.
