Jammu, Sep 28: The Jammu and Kashmir Government has rejected allegations of arbitrary allotment of Hi-Tech Polyhouses under the Holistic Agriculture Development Programme (HADP) in Ramgarh constituency, stating that the beneficiaries were selected through a prescribed verification and approval process.
The government gave the clarification in reply to a starred question tabled by Ramgarh MLA Dr Devinder Kumar Manyal regarding alleged irregularities in the allotment of Hi-Tech Polyhouses.
In its reply, the government said the allegation that Hi-Tech Polyhouses in Ramgarh were allotted to outsiders, retired Agriculture Department officials or businessmen from other districts was “not factually correct.”
It said the polyhouses are sanctioned only after applicants submit online applications through the prescribed process, following which their eligibility and land particulars are verified, including verification by the Revenue Department.
The cases are subsequently placed before the District Level Committee (DLC) for consideration and approval as per the prescribed guidelines.
The government further clarified that benefits under the scheme had not been provided to any retired Agriculture Department official or outsider/businessman from another district, asserting that only beneficiaries having valid land ownership records in Samba district were selected.
On complaints regarding damaged or poor-quality polyhouses, the government said the vendor for construction and installation is selected by the beneficiary farmer himself or herself as per the prescribed procedure, and that the Agriculture Production Department has no role in selecting or appointing the vendor.
The department, it said, primarily facilitates implementation of the scheme and carries out prescribed verification and inspections.
The government added that any issue concerning the quality of material or workmanship is to be addressed in accordance with the terms and conditions applicable to the selected vendor.
