Gurgaon: Haryana govt has introduced a statewide policy providing every urban municipal councillor with an annual emergency fund of Rs 6 lakh for “petty, urgent and essential” repair and maintenance work.The scheme will be implemented across all municipal corporations, councils and committees beginning 2026-27. Members of municipal councils will get Rs 3 lakh each and those of municipal committees, Rs 1.5 lakh.The funds can be used only for repair and maintenance, while major infrastructure and capital-intensive projects are covered by other govt schemes.Under this scheme, unlike the Local Area Development Scheme or MLA development funds, the councillors will recommend works to the MCG commissioner. The commissioner or an officer authorised by the commissioner will grant approval. The entire process — from recommendation to approval, procurement and execution — should, as far as possible, be completed within two months.The order mandates separate accounting and annual financial reconciliation of the fund, which will be verified by the commissioner.The city councillors welcomed the decision, calling it a first-of-its-kind initiative, but complained that the allocated amount was too low. Councillor of Ward 11 Kuldeep Yadav said, “It won’t be sufficient for us to carry out civic works with such a meagre amount.” Councillor of Ward 28 Dharmbir Bhangrola, citing the high cost of repair work, said, “Repairing a sewer line costs Rs 10 lakh here, so how is this fund sufficient for Gurgaon?”
