Panaji: The state cabinet on Wednesday approved the implementation of an “anywhere registration” system, allowing sale deeds and other property-related documents to be registered at any sub-registrar office within the same district, as first reported by TOI.All civil registrar-cum-sub-registrar offices in Goa operate the National Generic Document Registration System (NGDRS) and handle a large volume of deeds for approval, registration and execution. The heavy workload often results in long waiting periods for applicants.To address the delays and improve service delivery, the registration department, in coordination with the National Informatics Centre (NIC), Goa, demonstrated the proposed “anywhere registration” system.The cabinet approved its implementation under NGDRS. Two notifications amending the Registration Act will be issued to enable registration of deeds at any sub-registrar office within the revenue limits of the respective district.Goa has 12 sub-registrar offices. North Goa has offices at Pernem, Bicholim, Valpoi, Bardez and Tiswadi, while South Goa has offices at Mormugao, Margao, Ponda, Kushavati, Sanguem, Quepem and Canacona.A senior govt official said the new system will allow applicants to upload documents online and view the pendency at all sub-registrar offices in the district before choosing where to register their deed.“For example, if the property is in Mapusa and he has uploaded his documents to execute a deed for sale, he will immediately come to know how much pendency is before the sub-registrar office in Mapusa and other sub-registrar offices in the district. Accordingly, he can choose the sub-registrar office where he can apply to execute the deed for sale,” the official said.He said the system would enable applicants to complete registration within a few days instead of waiting 10 to 15 days for an appointment.The official added that the initiative would also benefit Goans living abroad and those residing outside the state who need to execute property-related deeds. “This is an initiative under ease of doing business,” he said.
