Of the 18 towers planned, only four are complete

Ghaziabad: In a major relief to 1,600 homebuyers waiting for their flats for nearly two decades, Ghaziabad Development Authority (GDA) board is likely to approve the layout of Ansal township, being developed near Crossings Republik, on Friday.Ansal Urban Condominiums Pvt Ltd (AUCPL) launched the 26-acre township project near Crossings in 2007-2008. Over the following years, however, financial constraints, mismanagement and disputes with creditors led to a lapse in building layout approvals. In 2014, developer Ansal API submitted a layout plan to GDA under the state govt’s Integrated Township Policy and revised it again in 2017. But in 2019, the company was declared insolvent, and the project went to National Company Law Appellate Tribunal (NCLAT), which tasked One City Infrastructure Pvt Ltd with completing the project.To move the proceedings forward, GDA was required to approve the revised building plan, which it refused because only the original allottee, Ansal, could apply under the rules.One City Infrastructure Pvt Ltd then moved Supreme Court. A bench of justices JP Pardiwala and K Vinod Chandran, in an order passed on July 29 this year, criticised GDA and UP govt for delaying approvals required to implement the resolution plan for Ansal Urban Condominiums, saying the authorities’ “callous attitude” had forced around 1,600 homebuyers to litigate for nearly 19 years.It directed the state govt and GDA to consider the proposal forwarded by the development authority on the renewal of the development licence and sanction of the revised building plans. The court also observed that the “faith of 1,600 buyers are in your hands”, questioning the state’s “inaction”, which has left homebuyers waiting for their flats for years.UP principal secretary (housing and urban planning) P Guru Prasad visited the project on Thursday and found that of the 18 towers planned, only four are complete. “But now, after SC’s intervention and direction from the state govt, GDA in the board meeting will approve the building plan,” a GDA official said.GDA board will also discuss the Rs 185-crore Hindon embankment plan, Chaudhary Mod elevated road and Aero City at the Friday meeting. “GDA has made plans to construct a 7km, six-lane embankment stretch from the City Forest area to Farrukhnagar along the Hindon, which is proposed to house an international cricket stadium. It will secure not only the stadium but also Aero City and Harnandipuram township,” the official said.
