Chief minister Yogi Adityanath has personally overseen the progress of Etah district in Uttar Pradesh This region has undergone a significant transformation. From once being associated with crime, land encroachments and limited opportunities into a centre of excellence. Prior to 2017, the region was only looked at through the lens of vote banks and political posturing but no tangible work was seen on ground.Since 2017, the district has benefited from the state government’s emphasis on law and order, infrastructure expansion, decentralised economic growth and welfare delivery, aligning with the broader shift of Uttar Pradesh towards a more secure and investment-friendly environment.
Law and order and governance reforms
Etah was earlier known for mafia influence and weak enforcement that hindered growth. The Yogi administration’s zero-tolerance policy against crime, coupled with modernisation of policing, including cyber police stations and better response mechanisms, has restored public confidence.This improved security climate has been repeatedly highlighted by the Chief Minister as the foundation that allowed investors to enter the district. Transparent recruitment processes and large-scale police hiring across the state have also strengthened local administration. Regular monitoring through the Chief Minister’s Dashboard has kept developmental works on track, with Etah ranking first in the Aligarh division and eleventh in the state in recent monthly assessments for development and revenue performance.
Industrial growth and economic indicators
A landmark development has been the inauguration of Shree Cement’s large grinding unit at NigohHasnapur in 2025. The project involved an investment of around Rs 1,000 crore, features a 3 MTPA capacity, incorporates a dedicated 40 MW solar power facility, and utilises fly ash from the nearby Jawaharpur thermal power plant.It has created approximately 500 direct jobs and more than 3,000 indirect employment opportunities while strengthening ancillary trade, transport and distribution networks. The Jawaharpur plant itself generates 1,500 MW of power, providing a reliable energy base for industry. These investments have contributed to a sharp rise in the district’s economic indicators.Per capita income in Etah reached Rs 1,67,476 in 2024-25, reflecting an 18.3 per cent increase over the previous year and placing the district fifth in Uttar Pradesh and first within the Braj region. Agriculture and animal husbandry remain the primary sources of income, but industrial activity is steadily diversifying the local economy.
Infrastructure and connectivity
Road and transport infrastructure has seen steady upgrades. Projects such as the Etah bypass, the Etah-Kasganj four-lane corridor and improvements along the Bareilly-Agra national highway have enhanced connectivity within the district and with neighbouring regions. Railway development and plans for better highway links continue to address logistical bottlenecks. Although some proposed projects, including certain highway stretches near the Taj Trapezium Zone, have faced environmental clearances delays, the overall network of rural and urban roads has expanded under statewide programmes that constructed tens of thousands of kilometres of new and strengthened roads across Uttar Pradesh. These improvements support both industrial movement and daily mobility for residents.
Rural development and basic amenities
Rural Etah has recorded notable progress in village-level infrastructure. The district secured third rank in Uttar Pradesh for village development by utilising 99.5 per cent of the Rs 84.49 crore allocated under the State Finance Commission for its 569 gram panchayats. Funds were used for interlocking roads, drains, strengthening of panchayat buildings, street lighting and sanitation facilities, demonstrating effective on-ground execution. Under the Jal Jeevan Mission, household tap water connections have reached high coverage levels, with functional household tap connections progressing beyond 98 per cent in targeted areas, though some schemes remain under implementation due to budgetary and logistical factors.Housing schemes such as Pradhan Mantri Awas Yojana and state rural housing programmes have provided pucca homes, while sanitation efforts have contributed to open-defecation-free status. These initiatives form part of the larger “Atmanirbhar Gaon” vision that prioritises self-reliant villages through irrigation expansion, better connectivity and livelihood support.
ODOP, local crafts and livelihoods
Etah’s One District One Product focuses on traditional items such as ghungroo (ankle bells), bells (ghanta), brass products and chicory. The ODOP framework has provided artisans with skill training, modern toolkits, credit support through margin-money schemes and market linkages. Recent drives have invited applications for free training and toolkit distribution for workers engaged in these crafts. While some products face challenges in scaling exports compared to larger handicraft hubs, the scheme has helped preserve local skills, generate self-employment and integrate small producers into wider value chains. Statewide, ODOP has contributed substantially to Uttar Pradesh’s export growth and job creation, and Etah’s artisans form part of this decentralised economic model.
Education, health and social welfare
Mission Kayakalp has upgraded primary schools across the district by focusing on multiple parameters such as flooring, blackboards, electricity connections and overall infrastructure. Several blocks have achieved completion rates above 96–99 per cent on these parameters, improving the learning environment for students. Welfare schemes covering pensions, farmer support, Ujjwala gas connections, housing and women’s self-help groups have reached large numbers of beneficiaries, consistent with statewide figures of millions of women linked to livelihood groups and significant government job recruitment. Healthcare access continues to expand through state programmes, while industrial investors such as Shree Cement have announced plans for a medical school and hospital in the region, signalling private-sector participation in social infrastructure.
Tourism, heritage and future outlook
Etah’s cultural and natural assets, including the Patna Bird Sanctuary (a Ramsar site), historical locations such as Awagarh Fort, Kailash Mandir and the archaeological site of Atranjikhera, offer tourism potential that is gradually being integrated into development planning. Improved connectivity and a safer environment are expected to support visitor footfall. Looking ahead, the district stands to benefit from continued emphasis on four-lane connectivity, industrial corridors, digital inclusion and the state’s ambition to become a one-trillion-dollar economy.The combination of power availability, cement manufacturing, agricultural strength, traditional crafts and better governance positions Etah as a participant in Uttar Pradesh’s broader narrative of moving from administrative challenges to measurable progress in security, investment and inclusive growth. While challenges such as completing remaining water projects and accelerating certain highway clearances remain, the nine-year record under Yogi Adityanath demonstrates a clear directional shift towards sustained development in the district.
