New Delhi: Union Education Minister Pralhad Joshi has launched a six-month Certificate (Bridge) Course in Primary Teacher Education for eligible in-service primary teachers who were appointed with a Bachelor of Education (B.Ed) qualification.
The programme, designed under the framework of the National Council for Teacher Education (NCTE) and implemented through the National Institute of Open Schooling (NIOS), is intended to strengthen the primary-stage pedagogical skills of teachers already in service. The course will combine academic learning, online contact classes and 20 days of school-based experience.
The launch operationalises a bridge mechanism that emerged from the Supreme Court’s directions in the B.Ed-primary teacher qualification dispute. The NIOS programme is specifically meant for eligible teachers already appointed at the primary level and is not a general new qualification route for B.Ed graduates seeking primary-school teaching jobs.
What does the new course mean for B.Ed teachers?
The immediate implication is for a defined group of teachers who are already working in primary schools with B.Ed qualifications.
The NIOS portal currently specifies the standard appointment-date window as June 28, 2018 to August 11, 2023. Teachers appointed outside this period can register through the court-order route where they have obtained judicial relaxation.
For these teachers, completing the bridge course is linked to the continuation of their existing appointment. NIOS states that failure to complete the course within the timeframe prescribed by the authorities will invalidate the appointment.
At the same time, the certificate has a limited purpose. NIOS explicitly states that the bridge course will not be valid for teachers seeking subsequent employment as primary teachers.
This means the announcement should not be interpreted as a blanket return of B.Ed as a qualification for fresh primary-teacher recruitment.
What will teachers study?
The course is designed to address the pedagogical requirements of teaching younger children, including areas that go beyond a general B.Ed preparation.
The curriculum covers child development and educational psychology, curriculum, pedagogy and assessment, language pedagogy, mathematics, and “The World Around Us”. It also includes activities and workshops involving children’s play, art, craft, music, yoga, physical education and wellbeing.
The programme also requires at least 20 teaching days of school experience in a primary school, along with at least 10 days of contact classes. A minimum attendance of 80% is prescribed for the school-experience component.
The stated objectives include helping teachers understand primary-school children and their developmental needs, plan age-appropriate pedagogy, address classroom diversity including language, disability and socio-cultural differences, and use age-appropriate assessment practices.
Why has the bridge course been introduced?
The programme follows directions issued by the Supreme Court on April 8, 2024 in the case concerning the eligibility of B.Ed-qualified teachers for primary-level teaching. According to NIOS, the court directed the development of the bridge course, with the National Council for Teacher Education (NCTE) to design it under the overall supervision of the Ministry of Education.
The course is consequently both an employment-continuity mechanism for eligible in-service teachers and a pedagogical bridge intended to address the difference between general B.Ed preparation and the specific requirements of teaching children at the primary stage.
For schools and state education departments, the immediate question will be how many serving teachers fall within the eligible cohort and whether all of them complete the course within the prescribed period. NIOS has already been running registrations for the programme, including a reopening of the registration window in July 2026.
