Hyderabad: Telangana’s electoral roll is likely to shrink from 3.38 crore electors to nearly 2.65 crore in the draft after the initial enumeration phase of the special intensive revision (SIR), with 73.47 lakh electors — more than one in every five voters in the state — classified under the “uncollectable” category.The latest SIR status report, updated around 4pm on Monday (Aug 10), shows 73,47,053 uncollectable enumeration forms, accounting for 21.72% of the state’s pre-draft electorate of 3,38,26,448.Chief electoral officer, Telangana, C Sudarshan Reddy said the 73.5 lakh cases largely comprise electors who had permanently shifted, died, could not be traced or were already enrolled elsewhere. These electors would be left out of the draft roll, but will have an opportunity to seek inclusion through the claims process.“Draft electoral rolls will be published on Aug17. We will print the forms and also write to EC seeking permission for the publication of the draft rolls. The same will be sent to EC for approval and, after that, the draft rolls will be published,” Reddy said.He said all the 73.5 lakh electors would also be placed in the ASD list. “If there are any claims, they can fill Form 6 and we will verify them. If any genuine voter is deleted, we will add the voter,” he added.45.2 lakh permanently shiftedThe biggest component of the uncollectable category is electors recorded as permanently shifted. The report places 45,21,608 electors, or 13.37% of the state’s entire electorate, in this category. They account for about 61.5% of the 73.47 lakh uncollectable forms.Another 11,30,166 electors, or 3.34%, have been classified as untraceable or absent. Deaths account for 9,22,074 electors, or 2.73% of the electorate, while 6,69,649 electors, or 1.98%, were recorded as already enrolled. Another 1,03,556, or 0.31%, fall under other reasons.Taken together, these five categories account for the 73,47,053 uncollectable forms.If all these cases are excluded at the draft stage, the electorate would come down from 3,38,26,448 to 2,64,79,395, or about 2.65 crore. The number, however, could change during the subsequent claims and objections process.Reddy said copies of the draft rolls would be given to political parties and would be published online. Claims and objections over the draft rolls would be accepted after Aug 17. The rolls were likely to undergo further changes depending on claims, objections and verification.He also said complaints relating to mapping and distribution issues in Serilingampally had been received and the problems had since been rectified.Only 18,576 forms remain undigitisedThe Aug 10 report indicates that the enumeration exercise has effectively reached its final processing stage.
