New Delhi: Delhi Pollution Control Committee (DPCC) has found substantial quantities of refuse-derived fuel (RDF), inert material, and construction and demolition (C&D) waste dumped at multiple locations along the boundary wall of NTPC Eco Park, around 2km from the Yamuna, in southeast Delhi’s Badarpur.Officials were informed that the agencies concerned had an agreement with NTPC Ltd for filling low-lying areas within the park with processed inert and C&D waste, but DPCC, while inspecting the site, flagged several deficiencies in the handling and transportation of the waste.The inspection was conducted on July 14 on the directions of National Green Tribunal, which took suo motu cognisance of a TOI report, ‘Okhla landfill waste dumped near Yamuna’.In a report dated Sept 2, which has been submitted to NGT, DPCC said the trucks transporting processed inert material and C&D waste from Okhla and Ghazipur landfills were found without green nets or tarpaulin covers, resulting in considerable dispersion of dust. “Such practice is not in conformity with prescribed dust mitigation measures,” it pointed out.DPCC also said, “No wheel washing facility was available at the entry and exit points of the dumping area within NTPC Eco Park. Consequently, heavy vehicular movement generated significant dust emissions, adversely affecting the adjoining road network.”The report added that the truck drivers were not carrying permit slips or transportation records indicating the quantity, source, destination or other particulars of the processed waste being transported and dumped.At Okhla landfill, which covers nearly 62.7 acres, legacy waste occupied around 15-20 acres, according to site officials. DPCC found that no fresh municipal solid waste was being disposed of there. The waste currently being received at the site primarily comprised C&D waste, silt and road-sweeping waste.The DPCC team observed that no operational wheel-washing facility was also available at the landfill, but a system was under construction.DPCC wrote to the MCD commissioner and NTPC Eco Park on July 20 highlighting the deficiencies.In July, Central Pollution Control Board told NGT that it, along with DPCC and Delhi Jal Board, found solid waste dumped at 33 of the 52 monitored locations along the Sahibi river (Najafgarh Drain), Shahdara Drain, and their associated sub-drains between May 2025 and April 2026.
