Jaipur: Vansh Higher Education Institute in Dholpur has admitted a 60% cerebral palsy candidate to the DElEd (Sanskrit) course following intervention by Rajasthan Commissionerate for Specially-Abled Persons under the Rights of Persons with Disabilities Act, 2016.Hansraj Mehra had cleared the Pre DElEd (Sanskrit) Entrance Examination-2026 and was allotted a seat at the institute in the second round of counselling. He had also paid the prescribed admission fee of Rs 13,555 and reported to the college with his original documents. However, the institute initially denied him admission, citing eligibility provisions related to disabilities that could affect the practical performance of teaching duties.The college, in a letter dated Aug 7 to Deputy Commissioner, Specially-Abled Persons, Rajasthan, said it had initially sought clarification from the university before taking a final decision.According to the institute, the university, in its July 25 response, said admission was subject to verification of eligibility and documents and that Mehra was ineligible under the existing guidelines.The issue was taken up by National chairperson of Divyang Adhikar Mahasangh Hemant Bhai Goyal, who sought an impartial inquiry and intervention, alleging that denying admission after allotting a seat and accepting the fee amounted to discrimination and could jeopardise Mehra’s academic session.Goyal said Mehra has a valid UDID card and a 60% disability certificate. He also pointed out that Mehra had passed the Varishtha Upadhyaya examination in first division with 84.8% marks.Commissionerate for Specially-Abled Persons on Aug 4 directed the institute to take necessary action in accordance with the Rights of Persons with Disabilities Act, 2016. The college said it subsequently granted admission to Mehra in compliance with the directions.The institute maintained that its initial decision was based on the university’s eligibility guidelines and was neither discriminatory nor arbitrary. It has now requested Commissionerate to issue clear instructions to the counselling university and education dept to prevent similar difficulties for differently abled candidates and clarify admission and eligibility provisions wherever required.
