New Delhi: Delhi Electricity Regulatory Commission (DERC) has issued a public notice following complaints from consumers about a range of problems related to obtaining new electricity connections in some parts of the city.Recently, Delhi govt wrote to DERC stating that it had received such complaints from the public.In the notice, DERC has reiterated its 2017 code under which discoms are required to release connections without any inspection, eliminating the need for site visits by officials.The code, which simplifies the process for obtaining new connections under Supply Code Regulations, 2017, is aimed at improving ease of doing business and consumer convenience.Under it, consumers are not required to make an upfront payment at the time of application, with charges to be billed later. A self-declaration confirming that internal wiring has been tested by a licensed electrical contractor is considered sufficient, removing the need for verification by discom officials. Further, connection charges are fixed according to DERC’s notified schedule, ensuring transparency and preventing overcharging.“In case the discoms do not comply with the provisions of the code, aggrieved consumers may file the complaints/representation with the Consumer Grievance Redressal Forum (CGRF),” said an official. If consumers are dissatisfied with CGRF’s orders, they can file an appeal before the electricity ombudsman. “Further, if the directions of CGRF or the ombudsman are not complied with by the discoms, consumers may approach DERC, which can take action against defaulting discoms for non-compliance,” said the official.
