The manifesto talked about guaranteed annual grants and accountability dashboards for Panchayati Raj institutions. Establishment of single-window citizen service centers at the district level. Police reforms and fast-track courts for corruption, land, and women-related cases.

The manifesto stated,”In addition to the 5 guarantees for women, the Congress has announced the “Karmayogi Udyogi” initiative to include men. Under this, a Rs 1,000 crore Assam Youth Entrepreneur Venture Fund will be created to support first-time startups. Through the “Udyami Card”, first-generation entrepreneurs will receive collateral-free loans up to Rs 10 lakh at 4% interest. A simplified digital system will be developed to start and register small businesses within 72 hours. A “Digital Market Bridge” will enable micro-entrepreneurs to list their products on global e-commerce platforms free of cost and sell without commission. Employees will be provided improved housing, healthcare, and welfare support. Timely promotions and a transparent transfer policy will be ensured to safeguard employee rights.”
It stated, ” Widows will be given priority in housing, ration, and healthcare schemes. A special “Sohari Cell” will assist in legal rights, property disputes, and access to government schemes. Free hostel and education facilities will be provided for children of widowed mothers. Special health camps and mental health services will be arranged. Police personnel will get a mandatory weekly day off. All vacant posts in the police will be filled within a fixed timeframe. Modern training academies for cybercrime, forensics, and organized crime will be established.Accredited journalists will be allotted subsidized land. Monopoly and control of media by influential political families or business groups will be curbed.”It talked about that an Advocates’ Welfare Fund will be created for lawyers and legal workers. Travel and logistical expenses for lawyers affected by High Court relocation will be covered. More than 500 judicial clerks will be appointed in district and sessions courts to speed up judicial processes.Healthcare infrastructure and human resources will be strengthened to reduce workload on doctors and health workers. Jobs of NHM workers, 108 ambulance staff, provincialized tutors, and P&RD employees will be regularized. Contractual teachers will be regularized and vacancies filled through a transparent process. Regular training will be provided to improve teaching quality.
The manifesto said ,”Welfare boards will be formed for auto, e-rickshaw, and taxi drivers with accident insurance. Small traders will receive easier licenses and low-interest loans. Street vendors will get designated vending zones and livelihood protection. A Gig Workers’ Welfare Board will ensure social security such as health and accident insurance.The Congress aims to transform Assam’s towns and cities into engines of development, employment, and quality living. A Smart Parking Policy will be introduced in Guwahati and other cities to reduce traffic congestion. 24×7 drinking water and electricity will be ensured. A comprehensive Urban Flood Mitigation Plan will address artificial flooding.Affordable rental housing will be provided in major urban centers including Guwahati.”
It added that tea tribes and six communities will be granted ST status. BTC, KAAC, and Dima Hasao councils will be strengthened with more financial and administrative powers. Displaced tribal communities will be rehabilitated.Senior citizens will receive a monthly pension of Rs 1,250 and a separate ministry will be established. Legal and police support will prevent abuse of the elderly.
Government exam results will be declared within 6 months and appointments made within 3 months, with legal backing. Engineering graduates will get a special license category and reserved quota in government contracts. Measures will be taken to prevent brain drain by creating dignified local employment.
Congress manifesto stated,”A “Zubeen Garg Fellowship” will be introduced for youth in cultural fields. A Centre of Excellence for Art and Culture will also be established. The tea industry will be revived as a major industry. Tea workers will receive industrial minimum wages and benefits. Free school buses, drinking water, sanitation, roads, and electricity will be ensured in tea garden areas.
The manifesto added,”No MLA’s close relatives will be awarded government contracts or schemes. An independent Anti-Corruption Commission will be formed with judicial oversight and whistleblower protection.Indigenous identity and culture will be strengthened. One-time land pattas for 10 lakh indigenous people will be converted into permanent pattas. Flood and erosion-affected families will receive 3 kathas of rural land. The Assam Accord will be fully implemented to ensure constitutional safeguards. Tribal lands will be protected under the Sixth Schedule and Forest Rights Act, and encroachment will be prevented. Large land allocations (10 bighas or more) to corporate groups will be investigated through an SIT. Land will be reclaimed and redistributed if necessary.
It stated that Satras and Namghars will receive annual financial aid. Cultural zones will be developed in Majuli, Sivasagar, Nagaon, Kaziranga, Kokrajhar, Karbi Anglong, Dhubri, and Goalpara.Assam will be developed into a fast-growing and strong economy. Traditional industries like paper mills, jute mills, sugar mills, and fertilizer plants will be revived. Silk production will be increased through modern reeling and weaving centers. Industrial corridors will be set up in North Bank (Tezpur–Dibrugarh) and Barak Valley. It will be mandatory for all commercial signboards to have 80% Assamese and 20% other languages.
The menifesto promised that Assam will be developed as a leading education hub. AI-enabled government schools will be established. The “Tuition Baideu” programme will reduce private tuition costs. Under the “Porhiba Card”, education loans up to Rs 5 lakh at 4% interest will be provided, repayable after employment. MSP will be ensured for major crops. Organic farming will be expanded across 10 lakh hectares. Agricultural research will be strengthened. Financial support and insurance will be provided to livestock farmers.
