Gurgaon: Private coaching institutes will undergo yearly scrutiny by district authorities on student strength, police verification of tutors, ownership and infrastructural details.The stringent checks were made mandatory in Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026, which was notified by the cabinet on Aug 24 and made public by the higher education department on Sept 8.Under the rules, every registered institute will have to upload updated records of batch-wise student strength, individual student details, ownership or rental details of its premises, courses and fees, details of tutors and their character verification, grievance mechanism, emergency medical facilities and hostel facilities, if any, on its official website.The move puts the onus of updating records and continuously documenting and disclosing how they run on the institutes, which would earlier merely obtain a registration certificate and continue operations without complying with mandatory norms.The rules also make police verification and conduct declarations part of the regulatory process. Staff members are required to undergo police verification, while proprietors and tutors have to declare that they have not been convicted of an offence involving moral turpitude. Any change in tutors also has to be reported, with details of the new faculty members forming part of the compliance record.Another significant provision is that coaching institutes are prohibited from calling themselves “recognised” or “approved” institutions. The prescribed affidavit makes it mandatory for them to use the term “registered coaching institute” and bars the use of terminology that could give students or parents the impression that the institute has been formally recognised or approved by govt.The rules also introduce a defined renewal cycle that is different from the initial registration. While the first registration certificate remains valid for three years, the renewal certificate is valid for one year. Institutes seeking renewal have to apply one month before expiry and pay a renewal fee of Rs 5,000. The district authority will scrutinise a renewal application within 10 days and give the institute an opportunity to rectify deficiencies before taking a decision.The rules also make specific infrastructural declarations part of the compliance record, including certificates for structural stability, barrier-free access for students with disabilities, parking, libraries, computer laboratories, Wi-Fi, smart boards, hostels and canteens wherever available.The director general of higher education has circulated the notified rules to deputy commissioners, superintendents of police, municipal commissioners, district education and higher education officers, directing them to take necessary action if centres are not complying with the rules.
