Panaji: The state cabinet on Monday approved the Goa Housing Board (Amendment) Bill, 2026, allowing the Goa Housing Board (GHB) to develop properties through joint ventures.The Bill notes that adopting a joint venture (JV) model, instead of undertaking construction independently, offers several practical, financial and administrative advantages. In the current real estate and regulatory environment, it adds, such models are increasingly preferred by public authorities for efficient project implementation.The Bill proposes inserting a new section in the Goa Housing Board Act, 1968, to enable the board to undertake housing schemes and projects through joint ventures.The Goa Housing Board was established under the Goa Housing Board Act, 1968, began functioning thereafter, and the Act was subsequently amended in 2001 and 2021. GHB has now proposed a further amendment to adopt the JV model in place of independent construction, citing the same practical, financial and administrative benefits.
