Patna: In a move to enhance transparency, quality and timely execution of urban development projects in the state, the Bihar Urban Infrastructure Development Corporation (Buidco) has directed district magistrates (DMs) across all districts to directly oversee and inspect works under the Mukhya Mantri Samagra Shahari Vikas Yojana (CM’s Comprehensive Urban Development Scheme).Buidco managing director (MD) Animesh Kumar Parashar on Wednesday issued a formal letter to all DMs, urging them to ensure that urban infrastructure projects are implemented with high standards and completed within stipulated deadlines. The initiative aims to bring greater accountability to ongoing construction activities in urban local bodies.“Under the scheme, for the financial years 2024-25 and 2025-26, several development works, including roads, drains, road-cum-drainage systems and other basic infrastructure, are being executed in municipal areas across the state. To strengthen monitoring, Buidco has instructed the formation of a dedicated district-level cell in every district for regular supervision of these projects,” the MD said.He further stated that for reliable monitoring, a joint inspection team will be deployed in each urban local body area. The team, comprising an additional DM, a senior deputy collector (for administrative support) and an executive engineer from Buidco, along with the district project director concerned, will conduct weekly site inspections of the ongoing works.The MD said: “During the inspections, if any deficiencies are found in construction quality — such as shortfalls in length, width, thickness, depth or use of substandard materials — or if progress is found to be lagging, the team will immediately submit a detailed report to the DM’s office. The report must include photographs and precise measurements for evidence.”He added: “On receiving the report, the DM will ensure prompt and stringent action against any violations. Show-cause notices will served on the contractors concerned and engineers. In serious cases, the contractors’ agreement may be terminated and blacklisting proceedings initiated.”To maintain vigilance at higher levels, weekly progress reports on this entire monitoring process will also be sent to the urban development and housing department as well as Buidco headquarters.
