Bengaluru: Of the city’s five civic bodies, Bengaluru North City Corporation (BNCC) has allocated the largest portion of funds towards health, education, and welfare programmes.According to a detailed analysis of the budgets by the non-profit Janaagraha, BNCC’s programme expenses form 11% of its budget. East and South corporations have both allocated 7% of their budgets towards the same, while Central and West corporations have set aside 5%.Across all five corporations, the largest chunk of the budget is dedicated to development works — Central corporation has allocated 63% of its funds, North 41%, East 62%, West 60%, and South 47%. While North has allocated 11% for solid waste management, Central and West have earmarked 9% each, and East and South, 8% each.East corporation has also recorded the highest amount of property tax per capita at Rs 13,097. In the other corporations, the amount ranges between Rs 3,000 and Rs 6,000. The report attributed this to high-value real estate and commercial activity in the IT corridors that mostly fall under East corporation limits. “The West (Rs 3,266) and North (Rs 4,608) per capita property tax remain lower due to a higher share of residential and transitioning peri-urban areas,” the report stated.Analysing the revenue sources, Janaagraha reported that East and Central corporations rely more on tax revenues compared to the other three; North, South and West corporations depend heavily on govt grants and non-tax revenue.
