Nagpur: The owner of the one-room flat in Dighori, which became the site of a horrific 24-hour captivity, sexual torture and BDSM-style perversion, is set to face an FIR for not verifying his tenant, who posed as a NEET aspirant while seeking the rented room, said police. The 58-year-old landlord, a teacher by profession, was summoned by Hudkeshwar police on Friday.A 16-year-old Class 12 student was allegedly held hostage and raped in the flat by the Thane youth, before her rescue. Police sources said the house owner failed to verify the tenant’s identity or notify the nearest police station about the occupancy and did not maintain tenancy documents.The Thane youth booked the single room for ₹3,000 through an online real estate portal and was in possession of the flat for three months, said police, adding the case is a wake-up call for property owners.The action follows violation of the May 2026 order issued under Section 163 of BNSS, which makes it mandatory for landlords to submit tenant details to police within 48 hours of occupancy. “Identity proof, photograph, rent agreement and duration of tenancy should be submitted at the police station. Every house owner who rents out premises must treat tenant verification as non-negotiable. The order was framed to track undocumented residents, prevent unlawful activities and shut avenues for terror modules or sleeper cells,” said joint CP Navinchandra Reddy. Police officials stated passport, visa and FRRO registration details are compulsory for foreign nationals.Police commissioner Vishwas Nangre Patil is expected to issue a fresh advisory shortly, warning property owners that failure to alert police and maintain proper tenant records can invite criminal action.Investigators are examining how the youth managed to secure the room without scrutiny and how the absence of basic verification allowed the crime to unfold for 24 hours.The 19-year-old accused, son of a reputed Thane doctor, remains admitted in the intensive care unit of Government Medical College and Hospital. His statement will be recorded once his medical condition stabilises.Police officials said the BNSS order was designed to prevent rented apartments from becoming safe havens for offenders. “Compliance is no longer optional, it is a legal obligation aimed at protecting citizens, especially minors. The Dighori incident has brought to focus the dual responsibility of landlords and law-enforcement agencies,” said a police officer
