Prayagraj: The Basic Education Department has set Nov 7 as the deadline to complete the promotion process of teachers working in council-run schools, with the exercise to be carried out on the basis of seniority, eligibility and Teacher Eligibility Test (TET) qualifications. Basic Education Council secretary Surendra Kumar Tiwari has issued detailed instructions to all district basic education officers (BSAs).The secretary said that instructions to prepare teachers’ seniority lists were issued on Oct 9 and the lists were to be made available by Oct 23. If objections have not been invited and resolved and the lists have not been finalised yet, BSAs have been directed to complete the process within 15 days. After finalisation of the seniority lists, a selection committee headed by the principal of the District Institute of Education and Training (DIET) will be constituted. The BSA will be its member-secretary, while the principal of a govt girls’ inter college at the district headquarters and a language expert nominated by the district magistrate will be members. The expert may be from Hindi, Urdu or another language. The list of eligible teachers will be prepared in seniority order and placed before the committee along with their service records and other required documents. The committee will prepare the list of selected candidates and forward it to the appointing authority. Thereafter, an eligibility list will be prepared against available vacancies after excluding teachers found unsuitable. The posts for deployment will also be identified along with preparation of the seniority list. The department has made TET qualification mandatory for promotion. The eligibility list will specifically mention the TET status of each teacher. Those who have cleared only the primary-level TET will be eligible for posting in primary schools, while teachers who have cleared the upper-primary TET will be eligible only for upper-primary schools. Teachers who have qualified both levels can be considered for both categories.Eligible teachers will be asked to indicate their preferred primary or upper-primary posting according to seniority, but will first be informed that passing the relevant TET is mandatory for exercising the option. Information on district-wise vacancies, seniority lists and eligibility lists has also been sought through the council’s official email by Oct 23.Separately, BSAs have been asked to provide details of teachers adjusted under the inter-district transfer/adjustment process. A letter issued on Oct 14 seeks compliance with various High Court orders and the Nov 14, 2025 govt order concerning surplus teachers who had not filed objections.
