Patna: Bihar legislative assembly Speaker Prem Kumar on Monday inaugurated a newly constructed privilege court room on the first floor of the assembly annexe building. The facility has been created to hear matters relating to alleged breaches of privilege involving members of the House.Addressing the inaugural function, Prem said Article 194 of the Constitution grants special privileges, powers and immunities to state legislatures, their members and committees. He said these constitutional safeguards enable legislators to discharge their responsibilities freely, responsibly and without external pressure.Prem described the inauguration of the privilege court room as an important milestone in preserving the dignity of parliamentary democracy and the autonomy of the legislature. He said the facility would help ensure fair hearings in matters concerning breach of privilege and facilitate prompt action in accordance with the law.Deputy speaker Narendra Narayan Yadav, former deputy chief minister Tarkishore Prasad, MLA Arun Manjhi, in-charge secretary of the legislative assembly Poonam Sinha, along with senior assembly officials and staff members, attended the function.
