Patna: Alarmed by the rising incidence of human trafficking in Bihar, Bihar DGP Vinay Kumar on Thursday proposed to create specialised anti-human trafficking and women-and-child crime units in all women’s police stations, calling trafficking a faster-growing and more dangerous crime than cyberfraud.The DGP asked the Weaker Sections Unit to prepare a proposal for establishing the two specialised units, both headed by inspectors, with a DSP continuing to oversee the women’s police station.Addressing a programme at Police Headquarters on World Day Against Trafficking in Persons, Kumar described human trafficking as a “far more dangerous and faster-growing crime than cyberfraud” in Bihar. He said trafficking cases were being registered at a rate nearly three times higher than cybercrime cases, underscoring the need for urgent intervention.Calling trafficking a “silent crime”, he said its impact often remains invisible initially but continues to affect victims and their families for years. Kumar added that Bihar was the first state in the country to create the post of DSP (Special Crime) in every district to monitor such cases, but said the changing nature of trafficking demanded stronger institutional mechanisms.He also directed that cases involving missing children who remain untraced for more than three months be transferred to the Anti-Human Trafficking Unit (AHTU). The DGP felicitated district police chiefs for their performance under Operation Naya Savera 3.0 and their efforts in rescuing minors and other victims from trafficking networks.According to officials, the CID’s Anti-Human Trafficking Unit concluded the week-long statewide drive, Naya Savera 3.0, with the arrest of 56 traffickers and rescue of 23 victims between July 18 and 25. The campaign, conducted across all districts, focused on awareness, enforcement and rehabilitation. Awareness programmes were organised at 513 locations, drawing participation from nearly 62,000 people, including students.PHQ data showed that Kishanganj topped the state in rescue operations, with 23 victims rescued in two cases, including 13 women and 10 minor girls. Sitamarhi ranked second, rescuing 17 victims in four cases, including one minor girl and 16 minor boys.Highlighting the scale of the challenge, Kumar said general kidnapping cases had risen from around 8,000 in 2020 to more than 24,000 in 2025. While the recovery rate in such cases stood at around 70%, tracing trafficking victims, especially women and children, remained a major concern, he said. The DGP also said uploading details of missing children on the Union home ministry’s Vatsalya Portal had been made mandatory.ADG (Weaker Sections) K S Anupam said 1,200 police stations across Bihar had been integrated with the portal. She added that 88 traffickers had been convicted under Naya Savera 3.0 so far and that records of more than 10,000 missing children had already been uploaded.Bagaha judge Manvendra Kumar Mishra, SDPO Kumar Dayendra and additional public prosecutor Jitendra Kumar Bharti were honoured for securing the conviction of two traffickers after completing the trial in just 34 days, showcasing swift coordination within the justice system.
