Ahmedabad: Every property, road, and utility line in Ahmedabad could soon be on a single integrated digital map. The civic body is planning a city-wide GIS project nearly 10 years after its previous mapping exercise. The plan includes geo-coding around 25 lakh properties through a door-to-door survey and assigning a ‘digital door ID’ to help verify property-tax assessments. The data will also be used for infrastructure planning and disaster management.The project will also create a realistic 3D model of Ahmedabad. Detailed LOD-3 models of 500 important buildings will be included in the model.As part of the project, an aerial LiDAR and photographic survey will cover 625 sq km, including the city and surrounding areas. The survey will be used to prepare high-accuracy elevation models and orthophotos.A network of 240 ground-control points — 40 primary and 200 secondary — will be established through differential global positioning system(DGPS) surveys. The project will generate a digital terrain model and digital surface model with 30cm accuracy, along with 2D and 3D base maps of the city at a 1:500 scale.

Two-dimensional and three-dimensional land-use and land-cover maps will also be prepared at the same scale. True orthophotos and ortho-mosaic images with 5cm accuracy will be generated.Around 5,200km of roads will be mapped using mobile LiDAR and 360-degree street-view imaging. Another 5,200km of underground utilities, including water-supply lines, drainage and stormwater networks, gas lines and cables, will also be mapped.AMC plans to develop 12 GIS-based applications for departments and citizens. These will cover areas such as town planning, disaster management, health services and a citizen geoportal.The new platform will be linked to existing AMC systems, including property tax, the comprehensive complaint redressal system (CCRS) and SCADA. The estate department’s property registers, along with financial, legal and possession-related documents, will be digitised.During the five-year operation and maintenance period, satellite images will be procured annually to update the maps through machine-learning-based change detection. Drones and satellites will also be used for regular updates.The integrated system is expected to help the civic body take faster decisions on road and utility planning, town planning and disaster management.
