Srinagar, Feb 22: About 71,500 developmental works worth approximately Rs 1,307 crore are currently underway in District Capex funding across Jammu and Kashmir, with 96% of new works already under execution after completing mandatory processes of administrative approval and tendering, the Assembly was informed recently.
In response to a starred assembly question tabled by MLA Kulgam Mohammad Yousuf Tarigami regarding developmental works, the Finance Department said that works recommended by public representatives are undertaken under UT Capex, District Capex and CDF funds.
The department said that in 2025-26, about 71,500 works costing Rs 1,307 crore are underway under District Capex funding. As of date, 96% of new works are under execution. Till now, about Rs 500 crore has been utilised through these works.
Under CDF, against the allocation of Rs 427 crore, MLAs have recommended 12,000 works with a cost of about Rs 313 crore.
Consequent to pre-budget discussions on Budget Estimates 2025-26, details of 7,909 works identified and submitted by MLAs were forwarded to the concerned Administrative Departments for examination of feasibility, preparation of estimates and consideration under the UT CAPEX Budget 2025-26.
Out of these 7,909 works, departments have so far accommodated 5,881 works costing Rs 12,275 crore. A budget of Rs 986 crore has been earmarked in 2025-26 for the time-bound completion of these works.
Regarding bottlenecks, the department said that for time-bound execution of development works, multiple monitoring mechanisms are in place.
Funds are allocated, released, and expenditures reported on a near real-time basis through the Budget Estimation and Allocation Monitoring System (BEAMS) in the Finance Department.
Monitoring mechanisms include Photographic Record of On-site Facility (PROOF), enabling tracking of works through geo-tagged photographic evidence before clearing payments of contractors. Additionally, 100% physical verification of completed works is undertaken every year through field officers of the Planning, Development and Monitoring Department under the District Administration in all 20 districts.
