Porvorim: A total of 16 govt Bills were introduced on the first day of the monsoon session on Monday, including the Goa Prisons and Correctional Services Bill, 2026, which proposes a sweeping overhaul of the state’s only prison at Colvale.The proposed prison legislation provides for dedicated enclosures for transgender prisoners, tighter surveillance to curb organised crime behind bars, inquiries into sexual harassment and the establishment of open and semi-open correctional institutions. The Bill is scheduled to be taken up for consideration and passing on Tuesday and Wednesday.Govt also withdrew six Bills passed in previous assembly sessions, including the Employment Exchanges (Compulsory Notification of Vacancies) (Goa Amendment) Bill, 2025. Among the Bills introduced on Monday were the Indian Stamp (Goa Amendment) Bill, 2026; Goa Legislative Diploma No. 2070 dated April 15, 1961 (Amendment) Bill, 2026; Goa Land Revenue Code (Amendment) Bill, 2026; Goa Motor Vehicles Tax (Amendment) Bill, 2026; and Goa Municipalities (Amendment) Bill, 2026.Other Bills include the Goa Medicare Service Personnel and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) (Amendment) Bill, 2026; Goa Children’s (Amendment) Bill, 2026; Goa Ease of Doing Business (Miscellaneous Amendments) Bill, 2026; Goa Private Universities (Amendment) Bill, 2026; Goa Advocates Protection Bill, 2026; Registration (Goa Amendment) Bill, 2026; and Goa Goods and Services Tax (Amendment) Bill, 2026.The Bills were introduced by Chief minister Pramod Sawant, revenue minister Atanasio ‘Babush’ Monserrate, health minister Vishwajit Rane and transport minister Mauvin Godinho.
