Guwahati: Assam cabinet on Sunday approved a 12% reservation in several uniformed state govt posts for Assam residents who have served as Agniveers, and cleared a Rs 10,200-crore investment proposal by Dalmia Bharat.CM Himanta Biswa Sarma said the reservation would allow Agniveers to serve their home state after completing their tenure in the armed forces.The cabinet approved the reservation for Assam-domiciled former Agniveers in recruitment across 11 categories in Assam Police, APRO, SDRF, fire and emergency services, forest guards and the excise department.“Our cabinet has taken a very important decision to reserve 12% of vacancies in recruitment to the Assam Police, the prison department, fire and emergency services, the State Disaster Response Force, forest guards, excise constables for Agniveers who are permanent residents of Assam and are currently serving as Agniveers,” Sarma said.He said the posts covered would include police constables, commando battalion personnel, jail wardens, firemen and SDRF constables, among other constable-level posts in state government departments.“The objective is to ensure that after completing their four-year tenure, Agniveers get an opportunity to serve in their home state. Since they receive military training and are equipped with significantly more advanced skills than ordinary constables, their induction will also strengthen our police force,” Sarma said.He clarified that the provision would apply only to Agniveers born in Assam who are permanent residents of the state.The cabinet also approved customised incentives for Dalmia Bharat Green Vision Ltd for its Rs 10,200-crore clinker manufacturing project.“Today, our cabinet approved an investment proposal by Dalmia Bharat to invest Rs 10,200 crore in Assam. This was part of a memorandum of understanding signed during Advantage Assam 2.0. Under the MoU, the company will invest Rs 10,200 crore in cement production,” Sarma said.He said the project would be spread across Lanka and Umrangso. “The clinker unit will be set up in Umrangso, while the grinding unit will be located in Lanka,” he added.The cabinet also approved Rs 1 lakh per month under the CM’s Scheme for Public Emergency to support the functioning of Madhupur Satra in Cooch Behar, West Bengal. Srimanta Sankardeva, the neo-Vaishnavite saint, scholar and social reformer from Assam, died at Madhupur Satra.To streamline municipal elections, the cabinet approved Assam Municipal Corporation Election (Amendment) Rules, 2026, empowering the courts of district judges in the districts concerned to handle matters related to municipal corporation elections.The cabinet also approved a green cess on the transfer of vehicle ownership to support ongoing afforestation and conservation activities. The cess will not apply to electric vehicles, CNG vehicles, two- and three-wheelers, or transfers of ownership following the death of vehicle owners.To improve implementation of Jal Jeevan Mission in the state’s hill areas, the cabinet approved the signing of a memorandum of understanding between the Assam govt and council areas, including BTC, Dima Hasao and Karbi Anglong. The agreement will cover implementation, operationalisation, monitoring and long-term sustainability of rural water supply schemes under Jal Jeevan Mission and allied programmes.The cabinet also approved the separation of the National Highway component from PWD (Buildings and NH) and its transfer to PWD (Roads) for better management of road infrastructure projects.It approved the engagement of Tata Consulting Engineers Ltd to prepare a detailed project report for Phase II of Brahmaputra Riverfront Development Project, from Kachari bazaar to the foothills of Nilachal Hills in Guwahati.The cabinet also approved Rs 10 crore for infrastructure development at Assam Regimental Centre.
