Srinagar, July 30: The Motor Vehicles Depart-ment (MVD), J&K, has flagged serious short comingsinthefunction-ing of the Intelligent Traffic Management System (ITMS) in Sri-nagar, revealing that 12 out of 15 inspected traffic signal junctions are non-functional, severely impactingtraf-fic management and enforcement across the city.
An official status report prepared by the Technical Team-UT Enforcement, following a field inspection of traffic signalinstalla-tions, found that sev-eral key junctions, including Fire & Emergency service Junction Batamaloo, PCR junc-tion jehangir Chowk, Near Hotel Lala rukh Lal Chowk, Regal chowk, MA road, Polo view junction, Badyari chowk Dalgate, Oberoi junction Dal Lake, Chashma Shahi/ Botanical garden Junc-tion, Kral Sangri, Brein Nishat, Habak Crossing, Sheeraz Chowk Khanyar and Khayam Chowk, have non-func-tional traffic signals.
Only TRC Junction, Zind Shah Masjid (Rain-awari) and Mumta Chowk were found operational.
Speaking to Rising Kashmir, an official from the Motor Vehicles Department said the inspection was carried
out to assess the present status of traffic signal infrastructure and identify gaps in the operationalisation of the ITMS. The official said the department has submitted the report to the competent authorities with recom-mendations for imme-diate corrective measures to ensure the system functions as intended.
The report recom-mends the immediate restoration of all non-functional traffic signals, a comprehensive technical audit of all ITMS junctions, and inspection of ANPR, RLVD, CCTV/PTZ cam-eras, communication systems and other as-sociated equipment.
It also calls for the full integration of ITMS with the VAHAN data-base to enable real-time verification of vehicle registration, fitness certificates, permits, insurance, vehicle tax, Pollution Under Control (PUC) certificates, own-ership details, repeat traffic violation his-tory and e-Challan services.
The department has further recommended the development of an automated mechanism to identify vehicles operating with expired or invalid statutory documents, besides establishing a live dash-board to monitor the operational status of traffic junctions across Srinagar
