Panaji: State govt has decided to provide Rs 34 crore to Maharashtra-based Tilak Maharashtra Vidyapeeth (TMV), Pune, to implement a skill development, technical training and employment generation initiative at the electronic manufacturing cluster (EMC), Tuem, for three years.The directorate of skill development and entrepreneurship (DSDE) received a proposal from TMV to run the programme for three academic years, from 2026-27 to 2028-29. The initiative aims to provide industry-aligned training to around 3,000 to 5,000 youth through certification and diploma programmes in emerging sectors.The programme is intended to enhance employability, promote entrepreneurship and strengthen academia-industry linkages, in line with the National Education Policy (NEP) 2020, the Skill India Mission and state govt’s Swayampurna Goa vision.Govt has also approved infrastructure development, repairs and modifications of premises, and procurement of machinery, laboratory equipment and other capital assets required for the project. These works will be undertaken directly by the DSDE as per applicable govt procurement procedures, general financial rules and other codal formalities.As per the decision, TMV will be reimbursed only for operational costs actually incurred for conducting approved courses and other admissible miscellaneous expenses, subject to verification by the directorate. Govt’s financial commitment is capped at Rs 74.5 crore towards operational and miscellaneous costs on an actual basis over the three-year period.The finance department has raised no objection to signing the memorandum of understanding (MoU) as per the law department’s standard template, with the operational cost capped at Rs 74.5 crore for three years. The programme will run in convergence with the department’s existing Chief Minister’s Kaushalya Path Scheme (CMKPS) for training activities, with the exception that operational costs will be paid to TMV under this arrangement.Govt has approved conducting advanced-technology skilling courses under this convergence framework, subject to the operational cost reimbursement to TMV.
